I have little to no voltage coming off the 3.3 line of my stepdown regulator, anyone know what could be causing this? I'm using a 100uf 35v capacitor, could that be the problem?

I read somewhere in the forums that said a 1.8k resistor with a voltage regulator would drop the 7.4v down closer to the voltage needed for the 64. So, is using a 1.8k a better option then using a 2k resistor? Also wouldnt using a 1.8k shorten the amount of time the portable will run as the battery ...
No actually I've had the battery for a couple months, I just posted a site that had the specs already. I'm having trouble finding a 7.4 pcm rated for 10a, I found a 9a but i dont want to risk it. Do I need to wire these cells parallel or singly and find two 3.7 pcm's?

Yeah I kept the stock heatsinks and shielding on the processors and I mounted an extra stock heatsink onto the RAM chip, no shielding on the RAM though. The problem exists with or without a heatsink on the RAM. I may need to go to more extreme measures to keep it cool, but it didn't seem completely ...
