Xbox 360 has that XNA game studio express thing... (Basically it's a special DirectX/C# development environment.) You should be able to put the code on your own 360 for free but you need some sort of developer membership to put precompiled copies online for other Xbox Live members.

For PS2, Xbox, Gamecube, etc you'd need the (illegal to freely distribute) development kit. Maybe there's some Gnu tools that can compile into their machine code but it would probably be very limited.
