I got a question. I have an old crappy ass cell phone and I want to smash it a lot and see if it will still turn on. (Stress test
Is it safe to start hitting it with a hachet and hammer if the phone is OFF but the battery is charged?

You're thinking Lithium (or Potassium, Calcium, Sodium, Cesium Francium, Strontium, and to a much less degree, magnesium [there's a few more]) reacting with water. With air it just oxidizes really really fast. And lithium ION means it's already reacted, doesn't it? Anyways I punctured one of my Li-Po cells and it didn't do anything. The next day the cell was floppy and had a charge of 2.3V, though.Lithium reacts violently to oxygen and will burn bright, hot white if you break the cells.
