I don't know of a place that would do that... besides maybe someone on these forums.
You need to first decide which angle you want to be facing out, because you'll need to do a cut-away view. I think it should be from the north-west side.
You'll probably need to build this in layers, from bottom to top. So, the first layer would need to be a water basin for the lower body of water. I don't know what material you should use, so for now, let's just pretend you're building this out of a material called
X.
First, build a "container" (with no top, of course) in the shape of the lower body of water.
Then you need your ground plane. Cut out a piece of X in the shape of the entire map of the Domain. Then cut out a hole where the water basin will show through.
Now you need to start building up. Build the outer walls around the entire domain, EXCEPT for the area from the entrance around to the waterfall. This is the cut-away point. (Unless you want it to be more of a top-down thing.) And King Zora's tier is separate. I just mean the main area.
Now do the inner walls. Look at the first reference photo below. See how ceiling of the area ahead and to the left (where the circle of rocks are) is lower? Ignore that for now. Pretend that's a solid wall and that spot doesn't even exist. Same with the little spot to the right (where you would walk through to get to the shop). Build the wall that goes from where the left side of Link's magic meter is (reference photo) to the other side, where the left side of the C-Down button is.
Now you have two separated areas. But you still have more walls to build. In the smaller area, the area with shallow water and the shop that you sectioned off with the first inner wall, build the wall around the shop area.
Then you can cut out the spot I told you to ignore with the lower ceiling, the shop area, and also a hole where the start of the staircase starts that leads up to where King Zora resides.
Then you can build the lower ceiling where the shallow water is.
Now do the "platform" at the west of the map; where the entrance is. Build the bridge out from here to the hole where the staircase starts, and do the spot that branches out and leads to the shop.
Ah... that's all I've got for now... I'm tired out from all of this 3D thinking!
Tell me what you think of what
I think so far.

I'll get a good shot of the lake later and I'll try to get some good shots of Zora's Domain as well. For now, I found these two reference photos:
