what's the matter with this?
the US has never given up pre-emptive strike capability, and is just expanding it to more targets. unless I missed the entire point of this rather dull piece.
Honestly, the world isn't a happy place. It's better than hearing "we knew in advance and could have prevented this tragedy with a single tactical nuke from a nearby submarine, but the president didn't have the authority"

That bugs me. What makes the US think they have the right to tell other countries what to do? They don't. As long as they're not using them, it shouldn't matter if other countries have powerful weapons. Of course, if they attack us then we should go ahead and punish them appropriately. I don't see the US getting rid of their powerful weapons. Why should they expect other countries to? Hypocrites...
