Emulator portable?

This board is even smaller than Mini-ITX and only costs a little more than $40:

Has a built-in Disk On Chip that is 32MB in size, you could use that to hold DOS, emulators and some or all (depending on the size) of your ROMs.
Only trouble is the lack of sound.

If you're good at soldering and figuring out things, you could add that via the spot for the parallel port header (there's another thread with data on that here on Forum 42).

oh you will end up paying for your own portable...and paying...and paying... A screen to view computer text will cost you about half as much as a psp right there. I think I know what you're thinking with 'laptop parts' and it won't work...at least not easily.
