Yeah, connecting some of the wires backwards on the psx caused the power LED to blink really fast. I think it was a remnant of 50Hz going into it or something.

That is a widely believed myth that is completely false, and easily proven so. Go to the settings of your machine and change your monitor's refresh rate to 60Hz. Then change it to 85Hz. See a difference? Imagine how flickery things would be at 24Hz..
The same can easily be seen with framerates in 3d games. Throw in a crappy video card and play doom3 at 24fps then get a nice X800 and play at 60fps. The difference is phenomenal.
The myth originates because 15-24hz is around about the time that people stop seeing things as still images, and it all starts to look as if it is moving together in a fluid motion. Faster frame rates mean things will just appear even more and more smooth.
So yeah, I am easily able to see a 50hz flicker.
