In this day and age, it doesn't matter if you have the qualifications or adequate knowledge to do a job. If you don't have the right piece of paper with your name on it you are SOL.
So, if you needed an organ transplant, and Average Joe claimed he could do it, you'd let him no questions asked? Businesses will want to see proof that you are trainable more than anything else, and proof means the backing of a respected institution.
First of all, Average Joe will never have the skills, because you can't get the skills without putting 8+ years into school. But I agree completely. However, say Benheck applies for an electronics repair job. I'm sure he's perfectly qualified for the job, but he doesn't have an electronics repair certificate (I'm assuming) so they won't hire him.

I guess I was thinking more of business than trades. I someone who have been receptionists for 15 years then got beat out of a job by a 18 yr old who dropped out of school and got a 3 month receptionist certificate.

Unless you are extremely lucky or a company is desperate, you won't find a career without education. Just a job.

If you are lucky enough to get one of those jobs, many companies will pay for your schooling if you wish to continue working for them.

Well one thing I like is picking locks, and I heard big companies will hire locksmiths to hang around in case they need them or something?

If you want to do that legally, you will have to be certified as a locksmith. I forget exactly what that entails, since it's been a while since I was certified, but if I recall correctly, they also do things like a background check. They want to make sure they're licensing people who aren't going to abuse it.
