Just wondering, has CPU cooling ever been accomplished with a system that allows the water to evaporate and then replaces it (Possibly condensing the evaporated water along the way)? I was thinking of the way early machine guns made use of a water jacket which allowed evaporation, meaning there was no need for a pump in the water cooling system.

Evaporation would be insufficient. You'd need either an insanely large evaporating surface, or you'd need the water to boil. I don't need to mention why that wouldn't be good, do I?

yeah, the minimum temperature of a phase-change cooling system is governed by the boiling point of your coolant at the pressure of your evaporator.

Thee is one option I see with the phase cooling 134a
this is used in automotive ACs and is cheap, cools to 40 degrees farenheit (about 3-4 degress Centigrade, aobut 275-278 Kelvin)
it is also environment friendly and doesn't require a lisense to own/operate
the big issue with 134a is the vacum required to pull it right. this can be offset with a refirgerator vaccum pump (refrigerators need a vaccum to achieve maximum cooling in a set amount of space, me ad the old man pull vaccums to convert Freon 12 ACs to 134a all the time, it is really not too hard...)
