Actually, the version of Windows doesn't matter if you aren't trying to load stuff off of the hard drive. However, XP won't let you make a proper DOS boot floppy.
So you need to go to www.bootdisk.com , click on the top link, and click on "DOS 6.22". Then put a blank floppy in, open boot622.exe, and follow the instructions. Files will need to be deleted, of course, because the full install configuration bootdisk.com has fills the disk up quite a bit.
