Can you try to get in contact with a rep from the phone company to see if you can terminate your service and work out a payment plan for the accumulated debt?

A cell phone company would never take someone to court over a phone bill. Never. There is also no way in hell you can get put in jail for a $1000 phonebill, or ANY phonebill for that matter.
