Well the inductor and diode are for smoothing out irregularities in the 3.3V line caused by the on/off nature of the DCDC. So without them, the 3.3V is jumpy, and so is your video. But if you have no video to start with, then what the hell does it matter?
It could also be faulty cartridge slot wiring. If two wires were barely shorted or something, it could mess up the signals. Triple check all of that on the top and bottom of slot and slot socket.

Well I redid the whole thing today to see if that was the problem..turned out it wasn't. I think my connections are good but I will double check them.
N64P Progress-cartridge slot relocated but having some trouble
Actually that reminds me, I had an N64 that powered up (light came on) but it would output absolutely no video (and Im pretty sure no sound either but I dont remember for sure if I even had the sound hooked up) but no matter what I did, i couldnt figure out what was wrong with it and couldnt fix it so I just figured it was *&$^@#ed so I scrapped it for parts and got another one. I guess it could be just broken. Or maybe its an easy fix that is being overlooked.
