Unscrew all the screws you see and you should be ok. You can remove the hardware easily and if its not budging try & look for another screw. They are pretty durable, least for me =)

would a wire that is to thin to work have any effect on the hardware when you ran it and it didn't work?

Yours has 2 layers, There are 4 revisions of the dreamcast ( i think)
rev 0,1 have 2 layers, but have the extra gd rom controller board.
rev 2 & 3 don't have the controller board, but have 4 layers.
I think you should be safe cutting that off since its just grounding.
