I have a little cousin in India, and he got all these Nintendo DS games...but he doesn't have a DS? And he's piling my inbox begging me for one. I can buy him one of ebay for super cheap...which I will if my question is answered. He has PAL (India?) games, and I'm buying him an NTSC DS, would they work?

"Hey, I'm your long lost (so you've probably never heard of me) cousin from India. I'm also a recently converted born-again Christian living in a poor neighbourhood, send my a Nintendo DS plzkthnx."
If the emails were along those lines, don't believe him.

I'm pretty sure the DS and PSP are NOT region locked. Frys electronics sells japanese imports.... so I put two and two together.

DS is region free, guarenteed. A friend here got this great game from Japan. It was like DDR but with terrific touch screen use. I think the name translated to something like "Male Cheerleading Squad ", but don't let that scare you away!

I've purchased and played Japanese GBA games on American systems and vice-versa.
Reportedly all handheld GAMES are supposed to be region free, even the PSP, only the movies have lockouts.
American gamer stationed in Japan, PM with your import gaming desires.
