now I know that fixing the DTV pal colour problem isn't impossible i'd try it but first I'd like to ask has any one soldered smd before and how do I solder smd the right way.

There is no real "right" way to solder SMDs. There's mostly the easy way and the hard way. The easy way involves solder paste, a hot air bath, a hot air gun, and a pair of tweezers, or having someone else do it for you with a wave solderer and automatic placement machine. The harder way is doing it completely by hand.
If its just swapping out resistors, capacitors, or other small devices (like SOIC parts) then it shouldn't be too hard (ICs with a large amount of pins might be incredibly difficult to remove without some sort of heat gun though). Simply use solder wick/braid to remove as much solder as possible, then gently lift off the pins while the pads are heated (you probably won't get all of the solder off with the wick). To replace the part, if you have solder paste then put a little on two opposite corner pins, put the part in place and hold it down with tweezers or something else small, and tack the two corners in place. If something isn't lined up right (the pins have to be lined up pretty darn well otherwise you get solder blobs stuck between them), simply heat up the corners to move them. After you're sure its lined up, solder down the rest of the pins.
If you don't have paste, you can just do basically the same thing one corner at a time. Put down a little bit of solder on one of the corners and solder that pin in place, then do the opposite corner, then the rest. For resistors and capacitors or other 2 pin devices, put a dab of solder on one of the pads then, using tweezers, hold the part in place and solder that end down. Then you can do the other side without any problems. If you have any solder blobs between pins, just clean it up with the solder wick.
You're going to need a fairly fine-tipped soldering iron to work on surface mount parts and be careful not to use anything too hot (for ICs and smaller resistors/capacitors/diodes, 700-750ºF is about the top limit, and only for a couple of seconds). You may also want to get some flux if you aren't using solder paste; make sure it is rosin and not acid flux, as acid flux will corrode the traces and your iron's tip.

I've had to replace a few smt (or smd, whatever
) parts on the PSone screen before......I basically just do it by hand, without any paste or anything. it's really frustrating, 'cause if you drop the part on the floor, it's gone forever (at least, in my case
). I've only done a few capacitors, though.
Without games my life would have no meaning.
