It's manufactured in china, with russian instructions and box art, but a surprising amount of english is present. This is a PAL unit (sold in the US!) which comes with an adaptor that requires 220V europower (converts to 9v DC). While it has (pal) A/V and RF plugs on the back it also comes with a small television transmitter...and hmmm... no FCC label.
also of note it comes with a 7-in-1 chinese famicart featuring art from SF2 (though that's not one of the games). The gun is actually on a 15 pin cable and plugs into something called the expansion port. (actually, the gun feels *really* good) Joysticks are hardwired and sit in the sides like a Famicom. The wires come out of the sides of the controllers, making them harder to hold. From what I can see through the vents, the system main board is actually large, and appears to be hand-soldered.
