funny noise and no starfox

ok so here is my dilemna my snes is hooked up to my screen and the video is fine ,i think, but whenever i tyurn it on there is an almost brrrbbuurrrvv noise in the backround can i fix this somehow



oh yeah and star fox for some reason always restarts after it says presented by nintendo

Is the buzz when the game is playing or just when the screen is on by itself?
