Quick question on smart charger.

Question.

I'm nearing completion on my SNESp but while I was working on it my screen started behaving erratically everytime I connect the sound input. I would disconnect sound then image was ok for the most part. I ran into other image issues eventually then noticed my 2 3.7v li-ions connected in a series were dead. No biggie. I then connected this charger for a few hours. After about 3.5 hours passed i reconnected everything, kicked it back on, and nothing. OK, i though to myself. Checked the voltage of the batteries with my multimeter and sure enough the batteries were still drained. So, trying to find a solution I checked the voltage output of the charger and it fluctuated between 2.8 and 2.9 volts. So of course nothing was getting charged.

So my question to you all is, am I hosed? And, is there any sort of way to fix it? I know very little (read: nothing) about smart chargers so I'm a bit in the dark. No big deal if I am S.O.L. but I would like to try to find an answer before I fork out another 25 bucks for this thing. Thanks all!
