Smart charger problem

I bought a 7.4 volt battery smart charger from battery space.com I was testing it but when I plug it in it makes a noise that sound like a small fan inside the power brick. And I've never heard a power supply make noise so I doubt that this is normal. I'm wondering if I got a bad power supply along with a bad protection circuit.
