power regulator help.

I wired up my regulator and it gives me the voltage but nearly catches on fire, I thought maybe the resistor was broken or I wired it wrong so I rewired the capacitor making sure to wire it to the negative middle bulb on the pth8008waz or what ever its called that didn't work, what am I doing wrong? have I fried the chip?

What almost sets on fire? The chip? Or the capacitor? Or the resistor?

I'm pretty sure its the chip, even tho its heated up those times I still get the voltage to drop.
