Radica Bomb

OK, I've wrecked 3 Radicas trying to make a cartridge slot. I've followed the pinout diagram listed here at this site and nothing works. I'm also curious as to why A21-22 are not connected to anything at the Radica ROM spot as I've realized that every genesis ROM I've looked at uses these address lines. I don't think I've had a stroke recently, so what am I doing wrong? Also, does it matter which VCC lines go where? I understand that VCC is a voltage or voltage potential. I am assuming that the VCC's are interchangable. (BTW, I have switched them around, to no avail.) Any help? Thanks!

Are you misinterpreting the diagram?

look at the mistake I made in my blog, and the updated diagram to solve some of the ambiguity

also check for shorts, and that the correct voltages are being delivered to the cart.
