... You know, I ought to make a simple little program for a cheapo MCU (ATtiny2313 or PIC 12F629) that does that...
Try to make it use as few parts as possible.
If a did it right, I bet I could keep the cost under $5, put up the schematics/hex for free.
Ooooo I should do that....
