I'd take a quick look at the link and let you know what I think, but I'm on my lunch break at school and the link you posted is proxied.
i hate how electronic part suppliers give you an option on their website to filter your searches so that you can find a certain part and no results come up!

Does anyone know any NOACs that are still being sold that have the built in games and a cartridge slot for sure?

Try Ebay looks like they have a lot of NES clones on sell, their pretty decent in size not to big from what it looks like.

1) eBay pulled all plug and plays with bulit in games that infringe copyrights.

2) They're rom ports. Chinese clones.

No. That thing has no cartridge connector, there are no leads that you could solder one to.
It is a useless piece of crap, so do not get it.
