Dell Desktop
I have a Dell with a Pentium III. It works fine, except I cannot use my portable hard drive with it without it unmounting. I figured out the Dell is USB 1.1, how do I make it 2.0+?

Buy a USB 2.0 PCI card.

Actually, you're probably better off buying a whole new computer if you're stuck with something as old as a P3.
Even a $90 Atom-based Mini-ITX motherboard (link) with everything integrated will run circles around it, and a $150 barebones kit will give you a much better PC than that. (Pentium D, a couple gigs of RAM...) I don't think anything older than a P4 is worth spending money on.
If it's a power issue, you could get a self-powered USB hub. That way you'd be able to use it on a better PC sometime down the road.
