I know it may be silly to ask, but here goes. If a failed hard drive is still connected can recovery scanner still access it if the drive isnt spinning up( motor bad)?
No.
There are companies that specializes in restoring disks like that by removing the actual discs inside it and reading it "manually" outside. But these companies charge a lot of money. (Usually big companies hire them, nto private persons)
It also be that a fuse is blown on the circuit board or something like that.
