hypothetical gamecube mod chip question.

I've commissioned a gamecube portable. Here are my hypothetical questions:

Do I want to include a mod-chip?
What use would a mod-chip be/what do they do?
Would I need to buy a specific mod-chip/which one should I get provided I can stilll find one?
