Low digit steam accounts

What are they? And how do you find out if you have one?

Connect to a server
Go into console and type status.
Look for your name and find your steam ID.

It should be like
STEAM_0: then the numbers.

My freinds is like STEAM_0:0:21 or something like that.

You must have a little Rhode Islander in you. They obsess over (and sometimes pay thousands of dollars for) low number license plates for some reason.

I think a lower number Steam account just means you registered earlier, assuming they hand out sequentially larger ID numbers like phpBB does.
