Could it possibly be that his computer isn't emulating the hardware correctly? If the game is operating normally, that's hilarious! :D I wonder what Nintendo thought about this?

There were a LOT of crappy ports of games done in the 80's.

The popular MSX computer couldn't do fine scrolling either.

If there can be Double Dragon on the Atari 2600, there can be this.

I'd blame the hardware.
Judging from how the graphics look, I guess there were no hardware scroll or sprites, meaning that you probably only had a block map with 4 colors or so per block, and had to emulate sprites in software. And the sound chip probably couldn't produce clean tones either.
If my assumptions are right I think it's a totally ok remake.
