My forum says I have posted from 3 different I.P addresses, I have only posted from my home computer

It means you have a dynamic IP ie. it constantly changes...

Or if your internet goes down, you turn off your modem and it resets the ip. Also

Not really, your ISP still has a log of which MAC address has that certain IP at any certain time.
