Graphics Card with TV out??

I just finished up my frankenstine, and I was looking for a video card with TV out so I can play Doom, Quake, WOW, ect on my TV. I was also wondering if anbody on the forums could get me one used, I'm kinda on a budget. Also here's some features I'd like to have:

TV Out (Duh)
OPENGL (Optional)
Reliable
Decent amount of Video RAM
.......stuff like that.

Basically I just want a good, maybe OpenGL, video card with TV out.

inno3d geforce 4 mx's have S-video and Composite

Can I get some prices on either of these two. Can I get them at BestBuy? Also can they work with Win98SE or Win2K?
