Question about ROM chip

Includes but not limited to: SNES, Genesis, Sega CD, PlayStation 1, Nintendo 64, Dreamcast, Game Gear and I guess the Virtual Boy.

Question about ROM chip

On my radica (the blue one) I opened it up to and located the rom chip, but noticed the rom chip had circuitry on it.

Is it safe to just remove the chip or is the circuitry important?
