Can i use my regular SNES to make portable following the directions in Ben Heckendorn's book?

Long answer. You theoretically could, but you would need to size up the case. Just buy a SNES Mini.

If you have no money then what are you going to do for the rest of the parts?

Wish really really hard until you have a stroke and someone takes you to the hospital where the doctors accidently give you too much morphine, so you leave dazed and confused and happen upon a dark and dirty alley and chat with this homeless man who tricks you into giving him a blow job in exchange for some cardboard which you think is an essential part for your portable, so you go back home and wire up your portable and it ends up being a bomb, so the US government comes and takes away and locks you up for 25 years, with a man named molly who uses you like a pin coushin, until a rabid mole accidently digs a hole into the prison large enough for you to fit through which leads to magic portable land, where all the parts you need are free?

because that rarely ever happens :D

seriously though if you can't afford 40-60 US then you shouldn't be making a portable, unless your in a situation where all the other parts are cheap for you.

I have a misc part whore as a friend. Anyways, my dad can take multiple cheap parts, but one expensive one freaks the heck out of him. (I only have 30 bucks, he pays, lol, and I am soon to only have 6 bucks)

Yes to a point. There are things you will have to do differently, however they are covered or you can ask for help here. But for the most part the controllers, A/V, and power are all done the same, the major difference is the size of the motherboard.

Building a portable entails spending a considerable amount of money for the necessary supplies. You can cheap out and use a V1 SNES, or spend some more and get the V2 so your portable isn't a semi-portable.

I may be sounding like a jacka(s)s, but some people can be too cheap, and for things that are essential to the project.

I was kidding around anyways. (although I do plan to use a V1 for my brother's birthday since I have 2 of them)

My SNESp uses a V1 board, and it's very portable...... :D :D :D
Part of the reason I used a V1 was to show that a great portable can be using the older motherboards. I'm not showing off, but I am making a point.
