I am a little curious. Do you have any programing experience? Not trying to be sarcastic, but I'm getting the vibe here that you don't...and you'll need some...
A few things I'd do if I were you:
1. Take this to one of the many DS or PSP hacker forums. I garuntee that they'll be more helpful than we are.
2. Study the exsisting info first. You'll need some kind of basic knowledge of what your asking about before you try to pose this question. The best hackers are built from scholars. I'll bet Copernicus could have been a hell of a hacker...
This is a game CONSOLE hacking forum. Specifically for creating portables. We don't normally go too deep into hacking software and what not. Sorry to burst your bubble.

your a rude s.o.b. and i am self taught because i am poor. i make do with what i can and thats one of the reasons i posted this in this forum. you people are supposed to be hackers and i get this scholar crap for trying to take the next step on a next gen CONSOLE. just because you say it politely lucretius doesnt mean i dont take offense. by tha way thanks reaper. oh and visual basic in 21 days taught me tha same crap you probably paid for in college.

Well, we don't (generally) do the programming here. We mostly build handheld cases for existing hardware. And as far as programming goes, we don't do a whole heck of a lot of it around here. (I've seen a couple guys who are pretty good with Javascript and PHP)
Your best bet would be to go to a place such as psphacks.com or another place like that, where the members do the kinds of things you're talking about. I'm 100% sure they'll be able to help you much better than we can.

And I take offense at you calling me a "rude s.o.b.". I'm trying to help. We don't do program hacks, we do physical hacks. That's not an insult, that's a fact. I have little money as well, but the internet is has a plethora (would you say I have a plethora of pinatas?
) of knowledge. If your here, I'm guessing you have internet access. Do some research, ask people who know what you mean, and don't be so thin-skinned...

I'm going to ask a simple question(and i figured obvious one), and that is why do this? The time, money and effort to do something like this seems like way too much to be worth doing(especially at this point in PC emulation of the DS).
Also PSP is a handheld device, we specify in home consoles(gaming devices that normally hook up to a TV and are not portable in the first place), not gaming devices that are already portable, so its natural that we have little to no knowledge about what your talking about and why we're trying to direct you to try somewhere else. That way you'd be able to succeed in your endevour.

assumptions only make an ass of you and umption. im no noob. ive been to psphacks and so far for the most part all of the forums say" you should go to a ds forum" or "you should go to a psp forum." i picked this forum because of the diversity in technology here. im sorry to have picked the wrong forum. ill take my hacking elsewhere. and you were of no help Lucretius. but thanks for trying i guess.

If you want to run DS games on a handheld system with a minimal cash investment for hardware and no knowledge of programming there is a very simple solution. Go buy a DS, it will be cheaper and more functional than trying to make the games work on a system they were never designed for.
