Black stuff on controller board

I was going to make a pinout for the chip in the nes controller, but when tracing the lines to the chip, I noticed that some pins connect to this weird black stuff inside these little green rectangles. I am planning to connect tactile switches directly to the chip, and need to know what this black crud is, and if it is needed for the controller to work.

Umm...if you're talking about the big black blob it's either the internal games or the noac itself.

Those are printed on resistiors.

Any idea how many ohms they are? I'm not sure how I would test them to find out.
