Will the adapter boost the power of the PCI Video card when it is in the AGP slot?

Nope, a convertor can't extend the limits of a device, it can only make it work in other situations/ports. The card will perform the same way as it would in a PCI slot. I learned this about LocalTalk/PhoneNET and ethernet.
