Persistence Of Vision Toys

I was reading on engadget about this POV (Persistence of vision) toy that you can put on your shoe. For those who dont know, a pov toy spells out stuff in the air when you move it fastly, by blinking a row of leds. I know its probably really cheap to make one, so I was wondering what you need to make one, and where you can get the stuff. Also how would you program it?

I have a frisby that does that. Make a spinner out of Lego's, and you have a LED sign!

Something that would interest me is one of those with a 240 tri-color LED display that could be used as a QVGA computer display. The only problem is how to make it swing back and forth and not distortâ€¦
