Dual Region Genesis (MEGASIS?)

I would like to know if there is an efficient manner by which you can have a genesis (model 1 or 2) that outputs both PAL and NTSC, preferably with a switch to select between the two (as opposed to rearranging jumpers on a converter board). I know that this could be done by getting RGB from the board and then running that through a converter box, but i'd like to know if this is the best (cheapest?) solution (probably the best pq because its tapped from RGB). Additionally i'd like to have it play both ntsc and pal games (forget about 32x....that's likely something that will require much effort for comparatively little reward).

I am doing this for a friend who is now moving back to belgium from the US and his favorite system is the Genesis. He claims that its much harder to find retro games in Europe. Any advice you guys can provide would be appreciated (new to sega modding).

You can actually make it tri-region.

Games will work across region regardless of system BTW.

Thanks! That was extremely helpful, however there is one thing I don't understand. Does pin 46 (to ground or +5v) choose US/EU? Does it matter whether the other switch (107) is set to JP or US?
