It appears to be arcade hardware developed in conjunction with nintendo based on n64 architecture (it even has the n64 logo on the board). Crazy question: is it capable of playing n64 games?

Never heard of it. A little googling shows that it was a Japanese arcade board based on the N64 hardware.

I didn't see anything about whether it would run N64 games, but it doesn't really matter. N64s are cheap, and this thing seems rather obscure.
