If that isn't an incredibly broad question... Most current games are coded in C++.

What kind of games are you looking at? In all reality you'd be best to just get a modern console and mod it to run homebrew.

do you guys know how to make a .elf file type, or a .cbs file?

Also I got freemcboot to work on my ps2 by using codebreaker, but I can not figure out how to get homebrew games to work on my ps2.
