You dont download any of the game, just updates and patches.

You do have to have a internet connection to use half life 2 as it utilizes steam.

There will be a mod for HL2!! It is a old game with everything updated it's called fortress forever, if you would like to take a look at the stuff they are doing, check it out here;

Don't think any are out as of yet. It'd be easy to do for a mapper, but I haven't seen anything released beyond Garry's Mod and Plan of Attack, which are both limited in their replayability value.

Give the modders time. Seriously, in 2 or 3 years the money you spent on Half-Life 2 will be paying for itself with high quality mods.
