Why is it considered rare. I remember seeing this at Toys R Us when the N64 was out on clearance for like $10. Man I wish I would have been older and bought all they had.
Anyway I really want a copy of this game but don't want to spend 50+ for it. Anyone know a cheaper place to get a copy of it. Like maybe $20 or $25

Its more "highly sought after" then it is rare, just like FF7, Earthbound, Mario RPG, etc. Plus Megaman is f'n awesome.

You'd be surprised what highly collectible games once went for in retail outlets. I once got FF 2 for the SNES for $20 on clearance. I even got a Jaguar NIB for $30 when KB was closing them out. Now look at them.
