I have never made a portable and thought maybe SNES would be a good place to start, or would a psone or a sega be better?. Can anyone give me some tips on where to start? I know i first have to buy one but other than that i need soome help\

snes or genesis?

whatever you like more...i personally prefer the genesis.

I'd say go for the super, less you can find a genesis for less than 35 bucks...

do you have to mod the screen to hook it up to a snes?

What do you mean by mod? You can get video and audio signals from the SNES directly and use those directly on the screen board, no problemo.

Buy the book, that's how. And there are many other pages/threads/tomes telling you how to do this, just search.
