Free PC Software (CAD, Image Editing...)

OK, this has been asked a lot around here: Where do I get a free *insert purpouse here* program? Well, now I'll tell ya. What does this have to do with making portables? Not a lot. BUT you CAN plan out your portable in a free vector drawing program, model it in 3D with Blender, and make the art in The GIMP. Plus there are those of us who would rather spend money on gaming stuff than programs that serve a real purpouse (you know who we are), so they can use free stuff.

it may not be too powerful (compared to Corel Draw) but it's very user-friendly. You can even have them make the parts for you (that is, if you are made of money)

I've used that, and to buy 1 blank, 1 layer, 2"x2" board with no solder mask would cost almost $100USD.

You can use the free version. The free version has some limitations, but it's a lot better than any other free pcb designers.

For Graphics and Imaging, I found Microsoft GIF animator. Sqirlz water reflector is fun but not very useful.
