I am doing something wrong, using your guide I am only getting like 2.2v from the charge/load on the pcb, but the two side points (+,-) give me the desired 11v that I am looking for.
When that happens the PCB is in its safety mode and needs to be reset. Hook the charger to it and it will reset and put out the proper voltage.
