I think that came off wrong when I said I dont believe you... I dont believe that you are getting regulators that are pre-broken. I do believe your measurements - as long as you say your multimeter can be trusted... I also believe there must be a logical explanation to fit the evidence so far. If your numbers are to believed, those regulators are not working properly, and I kind of want to know what could be causing that.

I wonder... Are you testing these under load or no load? All the information in the datasheet starts above 100mA... Its possible that the output is unstable at zero amps. Perhaps even likely? ATX power supplies dont start without a load. The DC function of a multimeter kind of glosses over the behavior of the voltage waveform. Would it be possible to repeat the same test with a 1ohm load resistor? and a scope maybe?

I actually need a constant voltage source for unrelated reasons, so I just decided to hook up one of these. Tomorrow. I guess Ill let you know. lol

I don't think it would be too out of the question for one of those regulators to put something out as high as 4.0V when it is set for 3.3V. It would only take all of the components operating near the top of their tolerances depending on which ones you were using (5% here, 15% there, etc.). Unlikely, but possible. Granted though, I have not looked at the specific data sheet for that resistor.
