what projects are good for a budget

Ideally, you want something cheap that's hard to break.

I suggest a Nintendo-on-a-chip or a Super Nintendo-on-a-chip. They're usually fairly rugged, very cheap, and have games built in.

That's if you don't have anything, and need to buy everything. That would be the cost to buy everything new.

It's a cheap clone of the system, with all the important components shrunken down to the equivalent size of one chip (which is usually protected by a blob of epoxy). They're easy to work with because they typically run on 5 volts, draw very little power (so they last a long time, even on AAs), and their video and controller cables are usually clearly labeled and easy to solder to.

whats a perf board what are ti cards and why do i need need 9$ worth of switches

perf board: you solder components onto it
ti cards: parts from texas instruments, normally the pth08080 or pth08000, used for a voltage regulator
switches: controls for console, power, etc.

still i only need a power switch and cant i use the original board and cant i just get the right voltage of batteries?

depends on the console, something like a n64 needs a 3.3v regulator which is easiest to get from TI.

You're gonna need more power then that. At least like 5volts. Also, be forewarned a lot of screens use 7.5v.
