Id think letting users change that much stuff would get a bit dangereous pretty quick. Maybe a big red UNDO CHANGES button would help.

It'd be more like user levels, like
user
super user
half mod
mod
half admin
admin
or, at least that's how I think it should be set up

Why all the fancy ranks?
You could probably do this:
User - Default - Read only
Contributer - Read, can submit articles
Mod - Can read write, edit, delete, all that stuff
Admin - Can read write, edit, delete, and mess with peoples accounts.
