If the RCP is fried, will the N64 even power on?

It could still power on and you'll see the LED turn on, just don't expect anything to happen.

If the RCP or CPU is fried then you will get a blank screen that turns slowly to a very dark green in a few seconds. Happens when you forget to plug in the jumper/expansion pak too.
