Hey guys, I understand that the pth08080 reqires a 1.8k resistor and a 100uf 35v capacitor, but I was wondering if I could use a 100uf 16v capacitor. Will it still work?

The voltage rating on a capacitor specifies a maximum tolerance. The tolerance should, by convention, be 20% or higher than the voltage you're connecting it to. So if you a 9.8 V battery as your input, the capacitor rating must be greater than 12 V or so. The nearest rating is probably 16 V. 35 V will work fine too, but will take up more space.
Since the pth08080 is a switching mode regulator, one more thing comes into play, the ESR value. Electrolytic capacitors will usually have a high ESR, which is bad for these applications. For optimal performance yo have two choices: Either buy a low-ESR electrolytic capacitor, or buy a ceramic capacitor of 100 nF or so and place in parallell with the electrolyte.
