i have no idea where to find this, i have tried looking through all the service manuals & did not find it.
I have a possible way to actually use the panel with the addition of a converter, but i need the pinout to even give it a shot.
so if anyone can point me in the right direction that would be awesome

Try to find if there is a separate manufacturer and part number listed on the panel itself, then Google that + 'datasheet'. If Dell is the actual OEM for the panel, try the motherboard service manual to see if that has the pinout of the connector.

thanks tom, unfortunately that only yielded people selling those parts and no specs.
I did get some info from another site where someone got an LCD from a MAC to accept a VGA signal... they are working on a circuit to do exactly what im trying to do but they had no information on the screen I am using here.
so the good news is that i know for sure it can be done I just need to get the technical specs on the parts im using to do it.

See if any of those places selling parts have a datasheet inquiry, I had to contact one of those to get the datasheet for the LCD in an ultraportable. It may take a while (2 weeks or so) to get a responce, though.
